"content": "(b) by deleting sub-clause (2) and substituting therefor the following new sub-clause- (2) Regulations made under sub-section (1) shall not take effect until the gulations have been approved by the National Assembly. On part “a”, we are seeking to make the amendment for the same reasons we have done in Clause 83. For part “b”, we require a new subclause to provide that regulations made under subclause 1 shall not take effect until the regulations have been approved by the National Assembly. The main reason we are doing this, hon. Members, is that under the Constitution, Parliament has the sole responsibility to make laws and where it delegates, it is supposed to also supervise. Even for regulations, incidentally, there is power to make them. We are, therefore, saying that the regulations, being in the form of laws, at least, follow the procedure of other laws subject to supervision by Parliament."
