    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the First Schedule to the Bill be amended- (a) in paragraph (4) by deleting the word “seven” and substituting therefor the word “five”; (b) in paragraph (7) by deleting the words “and voting” appearing at the end of the paragraph; (c) in paragraph (9) by deleting the words “but shall have no right to vote at the meeting” and substituting therefor the words “but shall not participate in the making of decisions by the Council”. Mr. Temporary Deputy Chairman, Sir, the rationale for this amendment is that we considered the quorum of seven to be too high, given the fact that the Council may sometimes hold emergency meetings, hence, the need to scale the quorum down to five."
