    "content": "Thank you very much, Mr. Temporary Deputy Chairman, Sir. I beg to move the following amendment to the one that was carried yesterday on Clause 17:- THAT, clause 17 be deleted and the following new clause substituted in place thereof. “A state officer or a public officer shall not participate in a tender for the supply of goods or services to a public entity in which he or she is serving or is otherwise, similarly associated, but holding of shares by a state officer or a public officer in a company shall not be construed as participating in the tender of a public entity unless the state officer or the public officer has majority shareholding in the company.” The amendment that was carried yesterday generalized that all state officers will not trade in all public entities. I think the intention was to remove conflict of interest and it is only in where you work where conflict of interest can arise. Mr. Temporary Deputy Chairman, Sir, I beg to move."
