Member for Gwasi is trying to exonerate the Minister from answering part (c) of the Question, appreciating the difficulties he has in answering parts (a) and (b). However, I want to put it to the Assistant Minister that he is completely misleading the House. Even for the Budget for this financial year, this House has approved the Vote On Account. So, this is a legitimate Question, which the Assistant Minister should answer."
