"content": "Mr. Deputy Speaker, Sir, let me put it in black and white, that Kenya is a sovereign Republic. It is independent country. We do not take instructions from any nation whether a powerful nation or otherwise. We do not take any instruction from any quarter. We make our own decisions. But obviously, if information is brought to us in good faith, we can consider it. The decision to close the bank was done by the CBK. It was not done by the American Government. Again, it will be opened by the CBK and not by the American Government. As I said, the issue was to protect the assets of the bank to avoid a rundown because of the bad publicity. When I refused to answer a question here in Parliament and I said I can do it in camera, it was because of the repercussions. Sometimes we make some statements which are then taken up by the Press and they cause a lot of damage. This is exactly what happened in this case where there seemed to have been a campaign of bad publicity about the bank which then forced the CBK to step in to save the depositors."
