    "content": "Mr. Speaker, Sir, if you look at the number posted to North Eastern Province – 34 medical personnel; the North Eastern Province has three counties namely; Mandera, Wajir and Garissa. Garissa has a provincial hospital which is Garissa Provincial Hospital. Under all these categories there is no single town. I want to agree with the Assistant Minister that to retain these members of staff is problematic. However, what is he doing in terms of doing something extra just like the Ministry of Education has done with teachers? Hardship allowance that is given by the Government to teachers is up to a maximum of 30 per cent. For medical doctors and surgeons you are still giving 30 per cent up to a cut of Kshs1, 200 for married officers. This is the same Government and you must employ the same tactics in those areas."
