    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT Clause 30 of the Bill be amended- (a) in paragraph (b) by deleting the words “whose members shall be recruited and drawn from members of the Defence Forces;” (b) by inserting the following new sub-clause- (2) The Defence Council shall by regulations determine the extent to which this Act shall apply to the members of the units created under sub-section (1) (a) and (b).” Mr. Temporary Deputy Chairman, Sir, the import of this again is to make a distinction between the serving and former members. The constabulary officers are what we normally refer to as “ askari wazee” . These people should be available at the direction of the defence senior officials. Therefore, it is just meant to improve on the clause."
