    "content": " Madam Temporary Deputy Chairlady, I think the Constitution is very clear that for purposes of leadership and integrity, the relevant body is the Ethics and Anti-Corruption Commission. If you look at Clause 56 of the Bill, this Commission takes care of the issues in the interim until the Independent Electoral and Boundaries Commission (IEBC) can do the work. That is already provided for in this Bill. The Constitution is clear in Articles 79 and 80 that Parliament shall legislate. The important thing is to first of all know that there is a linkage in this Bill to submission of these forms for purposes of elections. Look at Clause 56, which brings in the IEBC."
