If you look at Clause 16, and I just want to specifically draw the Members to Clause 16(5), it says very clearly that:- “(a) notwithstanding any directions to the contrary under sub- section 4, a State officer shall not influence the award of a contract to- (a) himself or herself. (b) the State officer’s spouse or child. (c) a business associate or agent. (d) a corporation, private company, partnership or other body in which the officer has a substantial or controlling interest”. In (6), it goes further to describe what personal interest is. So, Clause 17 is an over kill. That is the basic thing because it is already taken care of in Clause 16."
