    "content": "Mr. Speaker, Sir, in the Statement, the Minister should:- (a) Confirm whether the decision to second staff to the counties was made by the Cabinet and if so, to state when. (b) Clarify whether this is not in breach of provisions of Article 174 of the Constitution of Kenya which stipulates that counties should be in charge of their own staffing. (c) Explain whether this decision does not pre-empt the proposed County Government Bill that is yet to come to the Floor of this House for debate and enactment."
