It is very clear that you are not supposed to interfere or influence tender. We had already passed that in the earlier clauses. So, we cannot limit freedom and criminalize whistle-blowing. If what hon. Kimunya is saying is what he wanted done, they would have framed it differently. We want specific legislation. Do not make it general to an extent that it muzzles."
