(1) The Commission declarations, custody of declarations shall facilitate access by any member and retention of the public to the contents of a of information. declaration or clarification made by a State officer. (2) Subject to subsection (1), a person shall make a written request to the Commission stating the information that person is seeking and reason why that person is seeking that information. (3) Any public entity seeking access to the information contained in a declaration made by a State"
