    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- 45M. (1) Subject to the Constitution or any other written law, every officer of a public entity or the Commission shall ensure that confidential or secret information or documents entrusted to his or her care are adequately protected from improper or inadvertent disclosure. (2) Any officer who contravenes subsection (1) commits an offence and shall be liable, on conviction, to imprisonment for a term not exceeding one year, or a fine not exceeding one million shillings, or both. (3) Subject to Article 35 of the Constitution, the Commission shall keep information relating to an investigation confidential unless such non-disclosure shall be prejudicial to public interest."
