(10) In addition to the information received from the bodies listed under subsection (3), the recruiting or appointing body or any person may take into account information about the past record of a candidate for appointment to a State office, for purposes of ensuring that all applicants are complaint with Chapter Six of the Constitution. (11) Any person dissatisfied with the decision of the Commission may apply for review within fourteen days from the date of the decision, and the review by the Commission shall take place within thirty days from the date the application for review was made. (12) Any person dissatisfied with the decision of the Commission may appeal to the High Court and the Court shall issue a decision within thirty days from the date of the appeal. (13) The Commission shall make regulations for the better carrying out of the provisions of this section."
