    "content": "Mr. Deputy Speaker, Sir, while I support this Motion, I want to say that we never learn. Every time there is a deadline, this House has to sit for extended hours. We have to sit for extra days. This is not the first time we are doing this. It is not the second or third time either. I do not know when we will ever learn. I do not want to see the Chairman of CIOC complaining. It is high time that the CIOC told the Kenyan public that something needs to be done, because this is a reflection of lack of will to implement the Constitution. Mr. Deputy Speaker, Sir, there are lots of Bills on devolution that are yet to be brought to Parliament. We are waiting for them. They will land on my Committee two days before we can bring a report to the House. I would wish that we learnt, so that we can do justice to the people of this country."
