    "content": "Mr. Deputy Speaker, Sir, there are special cases. There are cases where the photograph gets defaced when it gets to Nairobi and, therefore, we have to return it to be rectified. For example, there is a case that was brought to the Questioner where two people who were supposed to be brothers appear to have been born the same year and yet they were not twins. So, these are cases that need further investigations. It is true that there are some delays but only in cases where some investigations, correction of photographs or even fingerprints are required."
