This is mainly in border districts and it has been going on for quite some time. You will find a situation, for instance, where the vetting committee cannot comment on somebody because he or she was not born and brought up in that area. Therefore, for us to get proper information so that we make sure that all Kenyans get these very important documents, we do sometimes instruct those people to go to their home districts."
