    "content": "Mr. Deputy Speaker, Sir, I would like the Assistant Minister to explain a situation which has happened in my constituency for a young man I helped. He is a Borana and a half-cast whose father deserted the mother and left for America. In that situation, why would the registration office ask the young man to go and look for the identity cards of the father and the mother when the father has left for America? As a result, the young man is now 24 years old without an identity card. What will the Assistant Minister do in such a case? We know most of those cases that have happened in Samburu and North Eastern Province where we have young men and girls whose fathers are no longer here; it is only the mothers who are here. What will the Assistant Minister say about that situation?"
