In addition to that, is it in order for the Minister to claim that the reason why they cannot pay police officers now is because they do not have money, yet the Minister is aware of the provisions of the Constitution? You do not have to wait for the Revised Estimates. The current Constitution allows him to request Parliament at any time to approve any overspending. If he is in doubt, please read Article 223 of the Constitution, so that you can pay these police officers because they serve Kenyans well. We need security and you have provision in law to spend that money and seek for Parliament’s approval."
