They cannot come here to the people’s representatives and say “we have given out a scheme---” Actually, the scheme says:- “The Republic of Kenya, the Office of the Prime Minister, Minister of State for Public Service; new salary scales for Kenya Police, Administration Police and the Prisons Services, Phase Two”. They have also given the effective date of the scheme as 1st of July, 2011. All the scales are mentioned here and he says they cannot implement it. As you rightly put it, we are going for the general elections next year and the country is gripped in insecurity. We are all frankly scared of where our country is headed in terms of the many conflicts and bloodsheds that are all over the country.
