    "content": "Ordinarily, a Government shifts funds from place to place when it is allocated for a project or a programme. You can come back and say because of an earthquake, because the Government is in a state of war, because of this and that--- But you cannot just say that the money was shifted to another project without justification. That in itself is there, it appears on the Printed Estimates. You have to have a better reason than just saying that we found a better place to take it. Otherwise, you do not look very good in the eyes of Kenyans. Could you undertake now to come with a comprehensive answer on the same? The Chair directs that this Question be listed on the Order Paper on another day. But this day, it has to be the last time we will have this Question on the Order Paper. When do you want to bring that comprehensive answer that essentially will put to rest the concerns of the Members of Parliament here, including the Questioner?"
