(a) Yes, I am aware that the Ministries of Trade, Industrialization and Energy do not at the moment have departmental heads in Mutito and Nzambani districts. (b) There are some Ministries whose functions do not warrant decentralization to the district level. In such cases, it is more economical to offer the services at regional level. Having departmental heads in all districts for such Ministries will render some of the officers idle or under-employed. Currently, all Ministries with the assistance of my Ministry are in the process of working out the county structures and staff requirements. Once this is ascertained, staff will be deployed to all the counties accordingly. The Ministries must satisfy us, out of workload analysis, for each of the posting stations that an officer will be productively employed down the line to the district level.
