    "content": "Mr. Deputy Speaker, Sir, this Question was asked a long time ago, hence it has been overtaken by events. However, the Assistant Minister says that the Ragumu Community Hall was handed over on 23rd June 2010. I was there last week but it is not available to the community of Ragumu. It has been locked and to date, the keys are held by the City Council of Kisumu, which is 12 kilometers away. This is a community hall which is meant to be used by the community of Ragumu Village, yet they are not allowed to enter it, unless they pay Kshs1,000 and they have to travel 15 kilometers away. I thought that was not the purpose of the community hall."
