    "content": "On a point of order, Mr. Temporary Deputy Chairman, Sir. Is it in order for the Minister to discuss my Motion without understanding it? I have said that the vice-chancellors are supposed to be appointed by the Cabinet Secretary. There is no need for unions. These appointments will come from the Principal Secretary; it happens in so many boards where the Ministry appoints representatives. So, the Minister is addressing himself to this Motion without understanding what my amendment seeks to do. My amendment is asking the Cabinet Secretary responsible for the Ministry to appoint, yet the Minister is talking of unions to appoint. I am not asking the unions to come together to appoint."
