"content": " Mr. Temporary Deputy Chairman, Sir, as I said, it is not enough just to empower the Cabinet Secretary to appoint a vice- chancellor. The purpose for these appointments is for the Ministries to know what will be happening at the Kenya School of Law (KSL). If the Cabinet Secretary is not able, then he appoints somebody to represent him from the same Ministry. So at the end of a board meeting, then he receives a report. That way, the Cabinet Secretary is aware of what is happening in the institution. I strongly oppose this and it should remain the way it is."
