"content": " Mr. Temporary Deputy Chairman, Sir, I do not see the purpose of this amendment. The Cabinet Secretary in charge of Finance is not there because he likes it or he has nothing else to do but to be there. He is there by virtue of his position; by virtue of the fact that he is the trustee of all Government properties and assets. For example, you will even find that if it is tied to this Parliament, the title is the name of the Permanent Secretary, Treasury. He is not holding it on his behalf but on behalf of the people of Kenya. Therefore, he is there by virtue of his office, and not that he has nothing else to do. So, I really do not see the point. Again, he is in all the Bills and this is what the State Corporations Act requires."
