    "content": "Mr. Deputy Speaker, Sir, I also want to take this opportunity to thank the Minister for Justice, National Cohesion and Constitutional Affairs for presenting this Bill and also assisting us. We also want to thank all those who have contributed, including other stakeholders. It is important for me to highlight to the Minister, and the Government in general, that whereas we have tried to use this statute to open a window for the students who are not accessing the Kenya School of Law, it is still not done. We hope that he is going to persuade the Higher Education Loans Board (HELB) to support the students from public universities, particularly those who come from the system.
