"content": " Mr. Temporary Deputy Speaker, Sir, thank you very much for giving me this opportunity to contribute to this very important Bill. Before I say anything, I just want to pick up from a point which hon. Maina has raised. A few days ago, we lost a legend as a country, a man by the term “people’s watchman”. He got that name as a result of always agitating for the rights of the downtrodden and the poor. I am very much pleased by the efforts being made by our colleague, hon. Khalwale, to in a way stepping in his shoes to continue with the struggle to take care of the interests of the poor and downtrodden in this country. So, I congratulate hon. Khalwale for maintaining that spirit. Mr. Temporary Deputy Speaker, Sir, we are trying to fight what was called pyramid schemes. Actually, these are pyramid scandals. They are not pyramid schemes and many Kenyans are suffering today, and particularly those who have reached retirement age. They do not have the strength to go into businesses or anything. They do not have the capital because it has gone with these conmen and women, who many of them and especially the bigger ones have disappeared out this country."
