Karua has stated that in the past, the previous Constitution was very clear that constitutional amendment Bills cannot be amended. Given the fact that the Bill that is before the House has two issues, one of which has already been dealt with, how does the Ministry intend to pass through that procedural quagmire of having every clause that needs to be deleted requiring the 148 Members required by the Constitution? We are concerned that maybe the Ministry is playing public relation exercise with this amendment."
