"content": " Madam Temporary Deputy Chairlady, I would urge Mr. Nyamweya to be more attentive now and in future. The point I am explaining is that we have two amendments. If we just delete this clause as per the first amendment which has been proposed by Mr. Ethuro, on behalf of the Committee, there will be no Clause 14 to be further amended by the Minister. The proposal by the Minister is not only to delete the clause but to also amend it, and accord it to the Constitution, which will give the opportunity for coalitions to be formed before or after because the Constitution allows people to have coalitions. I want to explain that to the Members so that we do not end up creating a problem as we try to rectify a problem. The natural way to do it is; we now need to, first of all, defeat or withdraw the amendment by the Committee and then we move to the second amendment which will mean our Political Parties Act is in accord with the Constitution."
