Is the Minister in order to mislead the House that the Constitution anticipated pre-election and post-election coalitions yet the Constitution actually anticipated a post-election coalition? It is already in the Constitution and, therefore, we do not need to legislate on it. This is in the sense that they are anticipating a leader of the majority of party or coalition of parties.
