"content": "difficulties took place. The Officer Commanding Police Division in that area has only one other officer as a member of that division. They are only two people. You can imagine the difficulty of serving an area of about 4,000 square kilometers with two people and one vehicle between them. These are difficulties we must appreciate. We must also appreciate that these people put their lives on the line when they do these works. Having said that, we must also understand that when you are a professional and you have decided to choose that profession, we will hold you to the high standards of that profession. When members of our police force are faced with crimes, we must be able to solve the crimes and at the end of every year, we must say that these number of crimes were committed and these number of convictions have been secured. Mr. Speaker, Sir, I join my colleagues in wondering why we always have investigations taking place, but we rarely see convictions especially in high profile and seemingly politically instigated killings in this country. That is from Tom Mboya and J.M among others all the way to today. We have very many high profile files that remain open. We are wondering when in the life of this country we will have a particularly high profile criminal case investigated, prosecuted and convictions secured; that day, when we can balance liberty and security, when Kenyans know that their rights are secure and that criminals will be given their right punishment. Recently, in Norway, one man ended the lives of 70 people. Within hours, that person had been arrested and within months, that person was convicted. He was not slapped or harassed. He killed 70 people or more. Nobody was beaten and the man is behind bars for 21 or so years now. He has been given a conviction of 21 years. When will we have a similar situation where we know that this person has been arrested, he was not touched, tortured or harassed but they will be brought to book and that the law will take its course? There are suspicions that are lingering that sometimes, some of our forces might take the easier route."
