    "content": "Mr. Speaker, Sir, the question was asked by hon. Kabogo. I was addressing myself to the specific guidelines. Mr. Speaker, Sir, the process of re-opening the bank is really the function of the Ministry of Finance. Of course, I know there is the principle of collective responsibility in the Government. As I said, the closure of this bank was not in any way linked to money laundering. All my Ministry can do is to communicate our opinion to the Ministry of Finance for them to take appropriate action and re-open this bank. That responsibility falls under their domain."
