    "content": "Mr. Speaker, Sir, it is true that there are certain penalties levied to banks which do not comply with the prudential guidelines. For example, in this particular case, in 2006, Charterhouse bank was ordered to pay a penalty of Kshs1 million. However, they continued breaching these guidelines which culminated in the closure of the bank. I confirm there are certain penalties assigned to those banks that do not comply with those guidelines."
