I know that this is the second time I am doing so, but it is a very delicate matter involving the rights of a citizen who also happens to be a teacher. I am still in the process of collecting sufficient data so that I can deal with it sufficiently and to the satisfaction of the citizen as well as my good friend, hon. Peter Kiilu.
