But I wish he would comment on the following. Given that NEMA, which has been given authority by the Scrap Metal Act to enforce it has no police, how can it enforce the measures against the vandalism of transformers, scrap metal, mabatis and road infrastructure? It does not have the capacity! It is only the Minister who has the capacity to arrest these criminals."
