    "content": "Mr. Speaker, Sir, whoever listened to the Minister carefully must have heard that the jail terms and the fines given by different orders vary from Kshs500,000 to Kshs1 million. Again, we have had occasions in this House when the Minister in charge of roads complained that road furniture and other instruments have been destroyed by those who collect scrap metal. The Minister has also said that NEMA is in charge. Why has the Government not taken time to synchronize, or harmonize these orders and the laws because vandalism of transformers is countrywide? Could the Minister give a commitment that the Government is going to look into this seriously?"
