    "content": "Well, Sir. You know me; I would like to do an efficient job. As I said, in 2001, the Ministry of Education appointed a task force on student discipline and unrest in Kenya. It is dated September 2001. In paragraph xvii, recommendation number one says:- “The Ministry of Education bans holiday weekend and after school tuition for all primary and secondary school students.” I wish to table this. Allow me to table that document, so that it is seen that it is not just an issue for Parliament. I rest my case, wish to submit to this country that I ban holiday tuition and I will continue to do so."
