"content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. I had wanted to raise this point of order for some time and I did not get the time. I agree with what the Chairman has said about the Constitution on Article 229 on the submission of audit reports. It says that audit reports shall be submitted to Parliament or the relevant county assembly and he has shown a letter from the Auditor-General to the Clerk of the National Assembly. When you go to the Public Audit Act, 2003, which is still law, Sections 42(1), (2) and (3), it says that the report should be submitted to the Minister, but if the Minister fails to table it, it should be submitted to the Speaker, who will then table it in Parliament. So, the audit report the Chairman is referring to has not been tabled in Parliament."
