"content": "Mr. Deputy Speaker, Sir, before Independence this country was being governed by Her Majesty’s government for the colony and protectorate of Kenya. After Independence we had the Government of the Republic of Kenya. In law the Government of the Republic of Kenya is a successor of Her Majesty’s government. So, to that extent this Government must take responsibility for all the acts that should have been undertaken by that government. So, in that case, can the Assistant Minister tell the House exactly what he is doing to make sure that he keeps the Kenya Armed Forces out of this? That is a welfare matter."
