Mbadi is qualified in the field. “Computed loss” means loss which is computed by the fact that orders were made at a particular price. If the tender had been consummated, there would have been a saving of that much. So, we are talking of a loss arising out of computation of two figures, one of which is the renewal figure of December, 2002, which reduced the 1992 contract figure by about 50 per cent. We are now treating it, in this Report, as if it is an actual cash loss by the Republic of Kenya."
