    "content": "Mr. Temporary Deputy Speaker, Sir, we truly commend what the Minister for Water and Irrigation is doing, particularly those of us who come from ASAL areas. But my concern here is that the Northern Water Services Board covers a very large area. It covers North Eastern region, parts of Eastern Region and even parts of Rift Valley like Laikipia and Samburu. Those are ASAL areas where there is scarcity of water."
