    "content": "Mr. Temporary Deputy Speaker, Sir, I am so pleased that the Member for Machakos recognizes that food and water is an issue in the country. Therefore, I want to invite all hon. Members who really understand that food and water are key basic needs revolution within NARC, to decide which way their bread is going to be buttered. I welcome all of you. It is true that the treatment plant in Machakos is not sufficient to ensure that all the residents of Machakos get water but it is more than that because we have very old infrastructure. That infrastructure has got to be done and I am already planning that. So, before we get to the next general election, I can assure you that we will have resources for the new treatment works for Machakos Town."
