Member that on 11th August, 2011, we had a stakeholders meeting which involved the Kenya Tea Development Agency, the East African Tea Trade Association, Kenya Tea Growers Association and many other stakeholders. It is not the Ministry which came up with this issue; it is the stakeholders who came up with it."
