I think it is important for the interviewing officers to make sure that the people they are interviewing belong to that area. I do remember that as a District Commissioner (DC), in order for us to know everybody, we used to incorporate in the interviewing panel the prevalent religion in that area. If there are Christians of a certain denomination, we invite one of the bishops or pastor to tell us about the character of the person and, therefore, I think it was a big error that, that recommendation was made."
