    "content": "(a) There is no established scheme of service in the Civil Service for Community Health Workers (CHWs). (b) My Ministry has considered developing a remuneration structure and scheme of service for CHWs and found the following challenges that must first be addressed. (i) The number of CHWs required for countrywide coverage is approximately 320,000. The public sector wage bill cannot afford that magnitude of expansions even if such remuneration were pegged to the minimum wage."
