    "content": "Madam Temporary Deputy Speaker, I want to agree that, indeed, we have had a challenge in terms of quality of works done and I think this runs across all the infrastructure Ministries. But I think, more importantly, is the fact that we have had a serious capacity deficit when it comes to local contractors. What my Ministry, together with the Ministry of Public Works have done through the establishment of the National Construction Authority is to come up with programs that will uplift the capacity of the local contractors, because we appreciate that back in the rural areas, we may not be able to attract the very big contractors."
