    "content": "Madam Temporary Deputy Speaker, in the past four decades, drought has become more intense, more widespread and more severe. Just to give you an example, emergency drought in Kenya was serious in 1983,1984, 1991,1992,1996, 1997,1999 and 2001, 2004,2005 and 2006 and last in 2009/2010 and 2011- just last year. That drought affected directly more than ten million Kenyans and had a major adverse impact on our economy."
