    "content": "Madam Temporary Deputy Speaker, the impact of drought is further exacerbated by factors that increase vulnerability and compromise the capacity of those affected to recover, especially pastoralists, due to food insecurity, limited livelihood diversification, inadequate social and physical infrastructure, poor marketing systems, as well as low investment in the livestock sector. Therefore, more attention is required to manage climate reliability and impact on climate sensitive lives of pastoralism. We need to promote better social protection programmes for the vulnerable Kenyans and pastoralists. There is also need to build adaptive capacity in pastoral regions to reduce poverty and enhance economic growth."
