    "content": "Madam Temporary Deputy Speaker, this Bill has five parts. Part one is basically on preliminaries, giving the definition and concepts in the Bill. Part two is about the National Drought Management Authority. This is particularly about the establishment of a State corporation to spearhead the management of drought in our country. Part three is about financial obligations of the National Drought Management Authority and Part Four is about miscellaneous provisions. Finally, Part Five is about savings, transitions and repeal. Let me just discuss briefly a few of these parts, which are relevant."
